Bring the drowning victim to shore
The methods for retrieving a drowning victim below are arranged in order from least dangerous to dangerous. Absolutely do not go into the water to rescue the victim if you cannot ensure your own safety. Don't become the next victim!
Shout out, call for help
Call for help from those around you and call for help.
Instruct the victim to lean back and kick their legs to float.

Use a long stick or other object for indirect touch
Use a long stick or object long enough for the victim to reach, lower yourself down and pull the victim to shore.

Throw buoys/floating objects
Throw a buoy or floating object (eg: Styrofoam box, plastic container, etc.) towards the victim within the distance the victim can reach.

Throw the rope
Roll the rope into two large coils, hold them in both hands, and step on one end of the rope with your feet. Throw the rope toward the victim between the victim’s arms.

Swim and pull the victim with an intermediate object
Hold an intermediate object as you swim toward the victim. When approaching the victim, give the object to the victim to hold on one end, with the other end held by the rescuer. Then swim and pull the victim to shore.
Absolutely do not touch the victim directly or let the victim climb on you.

Swim and pull the victim directly
In case you cannot find a support tool, if you need to touch the victim’s body to lift him or her up, you need to approach the victim from behind. Then grab the victim’s shirt, hair or wrist from the back of the hand so that the victim cannot cling to the rescuer. Then swim and pull the victim to shore.

Swim and bring the victim to shore using a buoy
Swim close to the victim and give the victim a buoy to hold on to. Then approach the victim from behind, grab the buoy with both hands and pull the victim to shore.
